Pollution Solutions
The HOYO Group carries out third party businesses to help control environmental pollution. It will advance the construction and operation of specialized environmental facilities for towns, industrial parks and other key areas and industries in order to effectively promote environmental solutions and services. The HOYO Group promotes the establishment of the polluters pay concept, sets up third party governance mechanisms for pollution treatment in order to reduce the negative consequences of pollution for the environment in our country.
◆The basic principle:
1.All levies paid by polluters shall be in accordance with the nature, quantity and concentration of the pollutant. The third party Management Company that has been appointed will carry out professional governance agreed to in the terms of the contract.
2.Adhering to a market oriented operation. Whilst giving full recognition to the decisive role of market resources and respecting the principal position of individual enterprises, the aim is to create a favorable market environment and cultivate a sustainable business environment.
3.Adhere to Government guidelines and regulations. It is established that all due diligence is given to the functions of the Government as well as seeking innovative investment solutions, strengthen policy support and motivation, continue to develop market regulations and create equal opportunities for the investment of social capital.
◆Operation Mode:
1.Urban sewage and garbage disposal facilities. It is impractical and uneconomical to have a fractured disjointed system of sewage and garbage disposal facilities. The HOYO Group seeks to establish an integrated solution that may be replicated in other areas. By establishing a state of the art system that is efficient and environmentally sound, the goal is then to seek a new mode of franchising or commissioning the operation that may be financed through a variety of means, such as asset leasing, transfer of property rights, revitalize the stock assets to asset securitization, etc. The main responsibility of the Government for urban and regional environmental protection will then be transferred to a third party governance.
2.The centralized governance enterprise that oversees operations will be responsible for ecological design and implementation, environmental diagnosis, clean product audit, etc. They are tasked with overseeing all the technical stages and ensure correct procedures are followed, to be open to implementing new market developments and strive to improve the efficiency of resource utilization and where possible reduce the cost of pollution control.
3.Using the Environmental Protection Industry Park as a platform, the goal is to seek out and implement global best practice technical solutions to improve the quality of the environment.
