Project Operation
The operation mode of the Hoyo Group is structured under a framework known as PPP or Private Public Partnership. This is primarily for the use of private and public funding for investment in municipal infrastructure projects including both construction and operation.Current types of cooperation that may be used include:

Public utilities that are open to the market where private companies may invest in the construction and operation of public municipal construction that ultimately after an agreed period of time is transferred to the government.
